Introduction:

The Department of Guidance and Counselling was established in 2008, after the re-structuring of  the Ministry of Education and Sports.

MISSION

 To provide holistic support in guidance and counselling to promote educational, career/vocational while focusing on science education and skills, personal, emotional, healthy wellbeing, spiritual and social development in the entire educational institutions

 

GOAL

  To use Educational institutions environment to support students, teachers and community to acquire self- knowledge, moral values, interpersonal skills and career/vocational knowledge to enable them choose, productive and healthy lifestyle sustainable throughout their life time.

Mandate

 To plan, formulate, monitor, analyze, evaluate and review policies; provide technical  support and guidance; and set national standards for Guidance and Counselling for the Education and Sports sector.

ROLE

To provide strategic and technical leadership, guidance, advice and strategies on/in all matters regarding guidance, Counselling, and psychosocial concerns and support services within the entire Education and Sports Sector, in collaboration with the relevant organs/stakeholders.

  • To promote, support and ensure the provision of quality guidance, counselling including psycho-social services in the entire education sector.
  • To sensitize all stakeholders and advocate for policies and strategies to effectively address issues of guidance and counselling, HIV/AIDS and other psycho-social concerns in the entire Sector.
  • To develop and maintain an up to date national data bank and information system on the issues/status of career guidance, counselling, placement of school leavers, HIV/AIDS and other psycho-social trends and services in schools/institutions so as to guide decision making and advice to stakeholders..
  • To Initiate and coordinate the provision of guidance and counselling in schools/institutions
  • Develop, formulate and review policies, plans, programmes, strategies, standards and guidelines for guidance and Counselling in the Sector; monitor and evaluate their implementation in collaboration with relevant stakeholders.
  • Advocate and carry out sensitization programmes to create awareness about the needs and magnitude of issues regarding guidance and Counselling.
  • Advise Government and other stakeholders on all matters of guidance, Counselling and psychosocial issues in the Sector.
  • Carry out research on all issues of guidance, Counselling and psychosocial challenges and deviant behaviours with the view of recommending possible remedies and appropriate interventions.
  • Initiate and ensure implementation of strategies/programmes to address the cross- cutting/peculiar issues of deviant behaviours, delinquency, trauma, stress, safety in schools, peace, gender, environment, human rights and culture.
  • Initiate and coordinate all initiatives on HIV and AIDS care, prevention and mitigation for staff/pupils/students in the Education and Training Sector.
  • Advise and develop guidelines for the entire Sector, on provision of appropriate training materials, relevant for guidance and Counselling and related referral services.
  • Advise Government on all matters of guidance and Counselling including staff development, financing and equipping the schools and training institutions.
  • Ensure establishment of collaboration mechanisms between parents/guardians, Local Governments, religious bodies, communities and the schools/training institutions, including universities and other stakeholders.
  • Organize and support National Annual Career Expo and Fair, regional and school career days and events, and develop job shadow programmes to strengthen career exploration and awareness.
  • Monitor, evaluate and carry our impact assessment of policies, plans programmes and regulations on guidance and counselling on the performance of the Sector.
  • Provide technical support and support supervision to education and training institutions, Local Government and other stakeholders involved in the delivery of guidance and Counselling to students/learners.
  • Establish and maintain an up-to-date data bank and information management and communication system/strategy about: a) guidance and counselling services in the Sector, b) information system on HIV and AIDS, Psychosocial issues and trends and services as well as career information.
  • Organize and conduct students’ P.7 and S.4 Leavers’ placement into the next levels of education and training, in liaison with other departments and agencies.
