Department of Secondary Education

SCHEDULE OF DUTIES AND RESPONSIBILITIES FOR THE DIFFERENT OFFICERS IN THE SECONDARY DEPARTMENT

The Department is headed by Commissioner Mr. Y.K Nsubuga who is the overall supervisor of all activities in the department.

There are two divisions namely the Government and Private which are headed by Assistant Commissioners Mr. John M Agaba and Mr. Robinson Nsumba Lyazi respectively.

 Below are the respective schedules of duties for the different officers in the department.

GOVERNMENT DIVISION

1. AC/GSE (John M. Agaba)

Duties

Responsibilities

Head of Government Secondary Division

bullet Handle all administrative issues in GSE
bullet Welfare of GSE HQ Staff
bullet Assign duties to GSE staff.

Provide Management Support to CSE

bullet Support and advise CSE
bullet Coordinate CSE to Govt schools

Assessment and control of school facilities

bullet Carryout regular assessment of school facilities
bullet Reallocation of underutilized facilities
bullet Identification of school facility needs

Planning and ensuring equitable access to Secondary Education

bullet Confirm sub-counties without government aided secondary schools
bullet Identify challenges faced in providing equitable access to SE
bullet Coordinate with AC/PSS
bullet To identify private schools to partners with government in the implementation of UPPET.

Staffing of Government Schools

bullet Recruitment and deployment of staff HT, DHTs, Teachers and Support Staff in GSE
bullet Appointment of staff in GSE
bullet Staff appraisal of HTs in GSE
bullet Promotion and disciplining of staff in GSE

Coordinate all curriculum issues in GSE

bullet Coordinate all activities of NCC
bullet Coordinate all UNEB issues
bullet Coordinate SESEMAT issues
bullet Coordinate all co-curriculum issues
bullet Provide guide to curriculum reforms.

Support/guide on policy reforms

bullet Identification of gaps in policy
bullet Revision of 1970 Education Act
bullet Review of USE, Science and ICT policies

Responsible to CSE

bullet Production of quarterly sub-sector report
bullet Performing any other duty as may be assigned
bullet Representing CSE in all external and internal issues related to GSE
bullet Performing any other duty as may be assigned.

2. Principal Education Officer  (1)  Francis Uma Agula

Duties

Responsibilities

Formation/Establishment of school BOG

bullet Provide guidance and recommendations to AC/GSE on BoG formation/establishment.
bullet Policy guide on BoG
bullet Forwarding BoG nominations to CSE for onward forwarding to DE and MoES respectively.
bullet Receive BoG nominations from HTs

Monitoring and control of school property

bullet Monitoring school equipment-vehicles and other equipment
bullet Advise on procurement and disposal of schools/public assets
bullet Procurement and supply of all instructional materials
bullet Vetting textbooks and other instructional materials for Secondary Schools.

Development and implementation of school budgets ad work plans

bullet Recommend for approval by DE schools budgets
bullet Guide school governors on the development and implementation of school budgets
bullet Forward to AC/GSE, CSE and DE school audited books
bullet Recommend development plans and loans

Staff deployment and utilization in USE schools.

bullet Advise CSE on deployment of Headteachers and Deputy Headteachers.
bullet Provide posting, transfer/redeployment of schedule for staff in districts of operation.
bullet A member of SED disciplining committee
bullet Staff appraisal for SEOs, Eos, DHTs, and Teachers in districts of operation
bullet Recommending teachers for appointment, transfer or disciplinary action.

S.1 and S.5 placement

bullet Represent SED in the S.1 and S.5 placement committee.
bullet Guide chairperson selection committee on appropriate placement of P.7 and S.4 leavers to S.1 and S.5 respectively
bullet In collaboration with chairperson placement committee monitor school intakes and advise accordingly

Disaster management and special needs coordination.

bullet In charge of IDPC related programmes
bullet Coordinate disaster management issues
bullet Monitor bursary and other needy schemes

Co-ordinate, development and advise on departmental budget

bullet Assist CSE in departmental vote control and drawing departmental annual budget.
bullet Development of annual quarterly work plan and expenditures.
bullet Assistant coordinator of DSE project
bullet Co-ordinator of Irish Aid Programme

Performing any other duty

bullet Performing any other duty as may be assigned by PS/ES, CSE or AC/GSE.

 3. Principal Education Officer  (II)  Edward Ssebukyu

Duties

Responsibilities

Secondary Education ESIP work plan

bullet To incorporate stakeholders opinion in the ESIP secondary work plan
bullet Update the sub-sector on ESIP undertakings
bullet Attend all ESIP meetings/workshops

Organize workshop and seminars

bullet Organising workshops and seminars for HTs and DHTs in Government Schools
bullet Work/liase with chairperson of National Headteachers association to coordinate regional HTs workshops.
bullet Provide annual report on National and regional HTs workshops

Co-ordinate SESEMAT and ICT activities

bullet Organizing in service courses for teachers
bullet Coordinate ICT activities with schools NGOs and community based organization.
bullet Assistant coordinator SESEMAT

Monitoring and coordination of student council activities

bullet Monitor UNSA activities in all schools.
bullet Organize sensitization workshops for student council
bullet Draw work plan for student council activities and provide quarterly reports.

Coordinate/monitor/evaluate co-curriculum activities

bullet Coordinate and organize MDD sports at National level
bullet Monitor scouting, Girl guide and other clubs activities

Review of Secondary Curriculum

bullet Participate in the reviews of secondary curriculum
bullet Monitor the implementation of secondary curriculum
bullet Coordinate with UNEB, ESA ad NCDC on issues on curriculum.

Governance and Management of Schools

bullet Advise on the governance of none USE schools.
bullet Identify needs of schools not implementing USE
bullet Make quarterly report on the governance of none USE schools.
bullet Develop criteria for grant aiding community/private schools

Issuing guidelines and circulars

bullet Drafting guidelines on resent policies for PS/ES signature
bullet Drafting circulars to schools

Reports to AC/GSE

bullet Write quarterly report.
bullet Perform any other duty as may be assigned

 4. Senior Education Officer  (I)  Mr. Alfred Kyaka 

Duties

Responsibilities

In charge of school statistics

bullet Collection and analysis of USE enrolment
bullet Compile staff list of all government aided schools
bullet Participate in quarterly/annual headcounts.
bullet Work with EPD on EMIS and any other data analysis

Provide support in department budgeting

bullet Work hand in hand with PEO(1) in the development of departmental budget
bullet Provide budget/estimate for USE in both private and government schools
bullet Assist PEO(1) in vote control

In charge of staffing

bullet Provide update on staff establishment in districts of operation
bullet Identify staffing needs in the districts
bullet Deployment and transfer of teachers
bullet Recommending to DDC staff for appropriate disciplinary action.
bullet Advise CSE on deployment and transfers o HTs and DHTs

Coordinate HIV/AIDS issues

bullet Coordinate with NGOs, CBOs and other agencies on HIV/AIDS issues.
bullet Monitor HIV/AIDS related clubs in schools
bullet Organize HIV/AIDS sensitization on workshops for the sub-sector, HTs and teachers.
bullet Coordinate PIASCY.

Drawing up calendar

bullet Drawing up institutional calendar
bullet Dissemination of school calendar to all secondary schools – private and government.
bullet Work hand in hand with other concern stakeholders/churches an other  organizations in drawing up Institutional calendar.

Desk officer for USE

bullet Providing regular update on USE enrolment
bullet Provide quarterly and annual reports on USE performance
bullet Monitoring and evaluation of double shift
bullet Identify and advise on staff requirements of schools implementing double shift and USE
bullet Identify needs of all USE schools

Coordinate ADB project

bullet Identify institutions to benefit from the project
bullet Monitoring and evaluation of ADB Project
bullet Provide quarterly/annual reports on ADB project.

 5. Senior Education Officer (II)  

Duties

Responsibilities

Secretary to the division

bullet Minute Secretary to all division meetings
bullet Production and distribution of staff minutes
bullet Drawing up schedules for department meetings

Responsible for discipline in schools

bullet Provide guidelines to all HTS on school disciplinary procedures
bullet Respond to all IGG Communications.
bullet Monitor and provide appropriate response to school strikes

Assist in coordination of all co-curriculum activities

bullet Assist in coordination of MDD, games and sports
bullet Assist in coordination of science and agriculture fare
bullet Provide quarterly and annual reports on co-curricular activities

Preparing and writing speeches

bullet When required prepares speeches for MoES, PS/ES, CSE or AC/GSE.
bullet Keeping records of various functions and speeches
bullet Coordinate with all mass media issues on publicity.

Governance of schools

bullet Ensure that all schools in districts of operation have functional BoG.
bullet Receive and compile quarterly/termly BoG minutes.

Deployment and staff utilization

bullet Appropriate deployment of teaching and non teaching staff in all schools.
bullet Signing all posting and transfer letters.
bullet Complete staff appraisal forms
bullet Develop staff requirements for submissions to PS/ES, ESC on MoPS.

Reports to PEO(GSE)

bullet Advise PEO/GSE on all administrative issues.
bullet Provide quarterly and annual report to PEO (GSE)
bullet Performa any other duty as may be assigned.

bullet Advise PEO/GSE on all administrative issues
bullet Provide quarterly annual report to PEO/GSE.
bullet Perform any other duty as may be assigned.

6. Education Officer  (I)   Moses Mugisha

Duties

Responsibilities

Initiate and advise on HIV/AIDS

bullet Monitor HIV/AIDS related clubs in schools
bullet Assist in the coordinator of HIV/AIDS activities/project.
bullet Organise, facilitate HIV/AIDS sensitization workshops

Staffing, deployment and utilization

bullet Establish/compile staffing position of government schools
bullet Provide transfer/deployment schedules for teachers and DHTs in districts of operation.
bullet Recommend to DDC staff for appropriate disciplinary action

Coordinate student council activities

bullet Organize workshops and seminars to sensitize al student councils and UNSA.
bullet Assist in organizing at District and national level MDD, sports etc.
bullet Assist in the coordination of EAC activities – essay writing

Administration/overseeing foreign students

bullet Development of policies and guidelines on foreign students
bullet Keep update record of all foreign students in government schools.
bullet Provide annual report on foreign students – enrolment by country.

Bursary and other scholarship

bullet Assist in the coordination and administration of the sub-county bursary scheme.
bullet Coordinate NGO, CBOS and governments offering bursaries or scholarships
bullet Compile an annual update on bursaries/scholarships offered by district and organization

Writing speeches

bullet Assist in writing speeches for AC/GSE, CSE, PS/ES, or MoES as the need arises.
bullet Keep stock and update all speeches prepared in the department
