PRE-QUALIFICATION OF SUPPLIERS FOR GOODS AND SERVICES FOR THE MINISTRY OF EDUCATION AND SPORTS 2006/07 – 2007/08

1.0              INTRODUCTION:

The Government of the Republic of Uganda, through the Ministry of Education and Sports, intends to have a shortlist of providers for the financial years 2006/7 and 2007/8.

In pursuance of this, the Procurement and Disposal Unit [PDU] of the Ministry of Education and Sports (MoE&S) prepared the Tender Documents for solicitation of proposals for the pre-qualification exercise.

2.0              The objectives of Pre-qualification:

The exercise is one of the legal requirements under the Public Procurement and Disposal of Assets [PPDA] Act and Regulation, 2003. [See Division IV of the Regulations]. The pre-qualification was based on the capability and resources of the providers as presented in their submissions.

The specific objective of this exercise is to identify capable, competent, experienced and legally established suppliers who will be contacted whenever, Direct Procurement, Request for Quotation, and or Restricted bidding procurement procedures are used while sourcing the listed items/services by the Ministry of Education and Sports.

3..0   Details of evaluation method.

The evaluation was carried out in three stages

a)      Administrative check

b)      Preliminary evaluation

c)      Site Visits to all the firms that passed stage two

Administrative checks included;

i)                    Evidence of procuring the Bid document

ii)                  Set(s) of documents submitted i.e. Each set one LOT

iii)                 Communication Accessibility i.e. phone, Fax, or and e-mail in working condition

d)      During the preliminary evaluation, all submissions were subjected to

a.      A check on fulfilment of legal Status requirement i.e. presence of:

                                                               i.      Copy of the Memorandum and Article of Association[where applicable]

                                                             ii.      Copy of the Certificate of Incorporation

                                                            iii.      Power of Attorney

                                                           iv.      Certified copy of Trading License for the year 2006

b.      Tax compliance;

                                                               i.      Income tax clearance Certificate for 2005 financial year

                                                             ii.      Copy of VAT certificate

c.      Financial capacity

                                                               i.      Presentation of copies of Audited reports for the last two years.

                                                             ii.      Access to credit facilities from financial institutions such as overdrafts or loans plus Current Bank statement [3 months]

iii. Name and address of Bankers from which references can be obtained and authority to seek references

4.0 Administrative compliance

During the administrative compliance check it was noted that all the firms that submitted bids had attached copies of the receipt for the purchase of the bid document.

However, a number of firms failed on the Submission compliance, i.e. they used one document to apply for several services. The following firms submitted one or two sets set of document for several services in contrast to the clarification issued by the Ministry i.e each line item to have a separate set of document. Such firms were considered for only one service.
