ESTABLISHMENT
Set up in July 2001 following recommendations made in the
Education Policy Review Commission Report of 1989 and adopted in the
Government White Paper on Education of 1992.
The Ministry of Education and Sports hired a consultant to
develop a framework establishing the Agency. His recommendations carried in
the consultancy report titled Establishing ESA… (report available from
ESA) were adopted by the Ministry of Public Service and Cabinet of the
Government of Uganda which gave the Ministry of Education and Sports the
authority to Establish the Education Standards Agency as a Semi-autonomous
body.
Mission of the Education Standards Agency
To provide a rational system of setting and defining
standards and quality of education and sports and to monitor the achievement
of such standards and quality to ensure continually improved education and
sports in Uganda.
In carrying out this mission, ESA works in partnership and
collaboration with the
a) Ministry of Education and Sports,
b) Semi-autonomous bodies like:

Uganda National Examinations Board,
ii.
National Curriculum Development Center
iii.
National Council of Sports
iv.
National Council for Higher Education
c) Autonomous organizations like:
i.
Education Service Commission
ii.
Inspector General of Government
Functions of the Education Standards Agency
ESA is charged with the key role of monitoring the quality
and standards of educational provision in Uganda with the mandate to carry out
several functions:
Office location:
The ESA structure is designed to operate at the central and
regional levels
Central Headquarters: Currently located on 3rd
Floor Embassy House, Ministry of Education and Sports. By the end of October
2003,offices will be shifted to Kyambogo where construction work is currently
going on.
Regional offices: have not yet been established, but
