Department Secondary Education

The Commissioner for Secondary Education heads the Department assisted by two Assistant Commissioners. This Department is responsible for Government owned and Government aided Secondary Schools.  

i) Role of the Department

The main role of the Department is to formulate, monitor, and review National policies, laws and regulations, plans, programmes; provide technical guidance and support for advancement of Secondary Education, coordinate and oversee Government owned and Government aided Secondary Schools (including the partnering schools.) It is also responsible for formulation, development and review of the overall National policy on Secondary Education.

ii)   Structure of the Department

The Department has two Divisions headed by Assistant Commissioners, one in charge of Secondary Schools directly participating in theUniversal Secondary Education (USE)Programme and the other in charge of Government owned and aided Secondary Schools operating outside the USEProgramme.  

i) Key Functions and Outputs

Key Functions

  • Develop, formulate and review policies, plans, programmes, strategies and guidelines for secondary education; monitor and evaluate their implementation in collaboration with relevant stakeholders. 
  • Promote the advancement of quality, appropriate, accessible, and affordable Secondary Education to the nationals. 
  • Provide technical support and support supervision to Government and Government-aidedSecondary Schools. 
  • Advice Government on all matters on Secondary Education (including staffing, financing equipment, infrastructure development and maintenance etc). 
  • Coordinate matters of appointments, confirmation and transfers of technical and support staff in Government owned/Government aided secondary education. 
  • Identify skills, capacity gaps and recommend appropriate continuous professional development/capacity programmes for the schools. 
  • Ensure discipline of staff and  students in Government owned/aided secondary schools, 
  • Develop the classification and grading systems and ensure their appropriate appropriate application. 
  • Ensure timely appointment, provision of technical support and support supervision to management Boards and Committees of Government owned/aided secondary schools to ensure their effective performance, management and attainment of the Sector objectives and goals.
  • Establish and maintain an up-to-date comprehensive data bank, information management and communication system covering Government/ Government aided secondary schools in line with the EMIS procedures

  • Policies, plans, programmes, strategies and guidelines for secondary education developed, formulated,reviewed and their implementation monitored and evaluated in collaboration with relevant stakeholders.

Private Schools and Training Institutions Department

The Department is headed by a Commissioner for Private Schools assisted by two Assistant Commissioners each in charge of a Division.

i) Role of the Department

Owing to the expanding size of the Sector, the Department of Private Schools and Institutions has been established to provide the lead in the overall coordination, overseeing, regulation, policy direction, guidance and advise on all matters regarding the Private Schools/ Institutions. It will ensure that the EMIS and development planning of the Sector accommodate the Private sub- sector as a component of the National Development Plan.

The Department will particularly regulate the management of private schools taking into account the standards set for the sub sector of Secondary education and directly providing them any requisite support and guidance

In addition, it shall also address issues and concerns in the Private Primary Schools and Institutions belonging to the Higher, Technical and Vocational Education and Training Sector. This will be achieved through collaboration with the relevant Departments and stakeholders, with special focus on those Schools attracting Foreign Students.

The Department shall also be required to take the lead in identifying and addressing the cross cutting issues and those that are of a legal and policy nature to ensure that appropriate strategic decisions are made.

The responsibility for the coordination of, initiation and implementation of policies and other matters pertaining to Foreign students in Uganda, is established in this Department with the ultimate aim  of developing a one stop centre that will offer a customer friendly service to this category of students.

In executing its mandate, the Department shall coordinate and collaborate with all the Departments and stakeholders across the sub-sectors in addressing and protecting the interests of the various parties in the Private category. Each Department in the Ministry will accordingly have a Liaison officer to deal with matters of private Schools/Institution and Private students.

ii) Objectives of the Department

  • To ensure that all Private Schools are appropriately guided, regulated, classified and graded to enable the stakeholders/clients make informed decisions.
  • To advocate for, support and promote the development of the education in Private Sub-sector supplementing Government effort in increasing accessibility to quality/affordable education and protecting the Country’s interest in education as a quality export commodity.
  • To protect the interests of all the stakeholders (students/clients, proprietors, staff etc) in the privately owned/ managed education institutions.
  • To ensure that all matters of foreign students in the entire Education Training Sector, are adequately and fairly handled.
  • Take change of legal issues that affect Private Schools.

  • Identify/establish the needs of the private schools and advocate for their recognition and support by Government and facilitation of their adaptability to any changes,
  • Review legal matters and develop appropriate regulations for development of the private schools/institutions taking into account the peculiar needs, demands and international standards;
  • Establish and promote cooperation and collaboration amongst Private schools/institutions, Ministry of Education and Sports and other relevant stakeholders at international and national levels.
  • Identify private secondary schools that wish to partner with Government in the implementation of its programmes (including USE).
  • Develop the appropriate classification and grading criteria and ensure its proper applicationin the private schools.
  • Ensure timely appointment, provide technical support and support supervision to management boards and Committees of private schools for their effective management and attainment of the Education and Sports Sector strategic objectives;
  • Establish and maintain an up-to-date data bank and information management and communication system about the private schools/institutions and foreign students in line with the EMIS procedures.
  • Ensure discipline of staff and students in private schools in accordance with the established disciplinary procedures and guidelines;
  • Ensure implementation of a proper Registration, Licensing and Deregistration system of private schools, in accordance with the Education Act.
