The Ministry of Education and Sports (MoES) is organizing the twenty fifth (25th) Annual Education and Sports Sector Review 2018 (ESSR) to assess the performance of the sector for FY 2017/18, draw lessons that will guide the implementation of FY 2018/19 planned activities and to inform the budgetary process for FY 2019/20.

The theme for this year's ESSR is "Striving for Excellence in Education and Sports Service Delivery". The workshop will focus mainly on provision of quality education for socio-economic transformation at all levels and the transformative role different stakeholders have to play to actualize it. The theme underscores the need for renewed energies by all stakeholders, namely; Political leaders, parents, teachers, learners, local governments, development partners, foundation bodies, private sector and key line ministries, among others, to bring about the desired quality outcomes of Education and Sports services. 

Overall Objective
The main objective of the 25th ESSR is to appraise and validate the performance of the Education and Sports Sector for the period 1st July 2017 to 30th June 2018 and identify high level priorities for the FY 2019/20 planning and budgeting process.

Specific Objectives

The specific objectives of the Review are to: 
  1. Review the status on the agreed indicators to assess sector level performance as stipulated in the Ministerial Policy Statement, the 2016-2021 NRM Manifesto, the NDP II, and the Education and Sports Sector Strategic Plan 2017-2020;
  2. Review the budgetary performance for FY 2017/18 at various implementation levels of the sector; 
  3. Review and present the performance of the sector in achieving the critical and  process undertakings that were agreed during the 2017 Annual Education and Sports Sector Review workshop; and 
  4. Agree on future undertakings for FY 2018/19.
  5. Agree on high level Sector Priorities for FY 2019/20.
Timeframe, Invitations and Venue

The Review Workshop will take place from 18th - 19th September, 2018 at Hotel Africana, Kampala and will be preceded by a Physical Education and Sports Gala scheduled for Friday 14th September, 2018 at Kyambogo University Playground.

There will be an exhibition involving the Ministry Departments, Units and Satellite Institutions. This will be conducted during the Workshop from 18th - 19th September 2018 at the Office of the Prime Minister and will be open to the general public. 

The Workshop will be non-residential.

A total of 350 persons are expected to participate in the Review activities. A detailed list is given in the attached document. Please download it for more information.
