Request for Expression of interest for Provision of Consultancy Services to undertake a study on Allocation, Utilisation and Accountability of Capitation Grants for Primary Teachers’ Colleges (PTCs)

1. 0 The Ministry of Education and Sports requires the services of a qualified firm to carry out a study on Allocation, Utilisation and Accountability of Capitation Grants for Primary Teachers’ Colleges in the Education sector.

2. 0 The general objectives of the study is to track the flow of releases, utilisation and accountability of Capitation Grants to PTCs

3. 0 The Ministry of Education and Sports now invites eligible consultants to indicate their interest in providing the service. Interested consultants must provide information indicating that they are qualified to provide the services (Capability Statement). Consultants may associate to enhance their qualifications.

4.0 The study will track the flow of releases, utilization and accountability of capitation funds from central government, to the ultimate recipients. Specifically it will:

a) Analyse the basis for the allocation of funds during the budgeting process.

b) Review the release modalities of funds from MoFPED through MoES to the end recipients

c) Assesses recipients’ compliance with the existing guidelines in the utilizing and accounting for the funds

d) Identify and highlight achievements, constraints/weaknesses and opportunities in the flow of the capitation grants,

e) Make feasible recommendations for the improvement of management of funds at central, Local Government and institutional level.

f) Succinctly report on all matters contained in key tasks (1) – (5)

5.0 The scope of work will cover the following:

a) Study available reports on fund releases, uses of and accountability to-date to determine the historical scenarios,

b) Interview relevant MoFPED, MoES and MoLG officers

c) Visit all the 47 i.e. 45 public and 2 private PTCs (Carry out fieldwork at the sales of the evidence with respect to the identified Key Tasks of the Study)

d) Prepare a concise report on the above findings.

e) Submit a draft of the report to the M & E working groups for suggestions and comments , and

f) Submit a final report to MoES that encapsulates the suggestions and comments and present the report to such fora as MoES may reasonably require.
